Royce Murray
2025 Hyphen Immigration Fellow
Royce Bernstein Murray is the former Assistant Secretary for Border and Immigration Policy at the Department of Homeland Security (DHS) and Senior Counselor to the DHS Secretary for immigration under the Biden Administration. She has worked in the field of immigration for over 25 years, with experience in the federal government, nonprofit sector, and higher education. Murray began her career as a Presidential Management Fellow and Asylum Officer at the Immigration and Naturalization Service and in the Office of the Chief Counsel at U.S. Citizenship and Immigration Services. Prior to rejoining DHS in 2021, she worked at the American Immigration Council as the Managing Director of Programs and Policy Director, and as the Director of Policy at the National Immigrant Justice Center. Murray has also taught immigration law as an adjunct professor at the University of the District of Columbia David A. Clarke School of Law. She holds a Juris Doctorate from the Georgetown University Law Center, an honorary Certificate in Refugees, Migration, and Humanitarian Emergencies from the Georgetown University School of Foreign Service, and a B.A. with distinction from the University of Michigan.
