Claire Trickler-McNulty
2025 Hyphen Immigration Fellow
Claire Trickler-McNulty served for four years in the Biden Administration, most recently, as a Senior Counselor to the Director at U.S. Citizenship and Immigration Services (USCIS). Prior to this, she worked as the Assistant Director of the Office of Immigration Program Evaluation at U.S. Immigration and Customs Enforcement (ICE). With over 20 years of experience in both government and nonprofit sectors, she has led transformative policy initiatives to improve immigration detention standards, legal access, and alternatives to detention programs. Trickler-McNulty began her career in an immigration law practice, then moved to American Bar Association (ABA) Commission on Immigration. In 2011, she transitioned to career service in the Department of Homeland Security (DHS) at the Office for Civil Right and Civil Liberties and then the ICE Office of Detention Policy and Planning (ODPP). Trickler-McNulty received a Bachelor of Science and Speech from Emerson College and her Juris Doctorate degree from the American University, Washington College of Law.
