Bitta Mostofi
2025 Hyphen Immigration Fellow
Bitta Mostofi served as Senior Advisor to the Director of the U.S. Citizenship and Immigration Services from August 2022 to January 2025. In that capacity, she helped drive efforts to increase trust in the agency, reduce the administrative burden for diverse applicants and beneficiaries, and lead the creation of new local and state partnership models for service delivery to newly arrived individuals across the country. Mostofi began her public service career at the New York City Mayor’s Office of Immigrant Affairs, from 2014-2021, where she last served as Commissioner. During her tenure, she led Cities for Action, a coalition of nearly 200 mayors and county leaders across the U.S.; helped bring the municipal ID program to more than 1.3 million people; and led the creation of the Immigrant Emergency Relief Program, which distributed over $20 million to workers and families ineligible for federal COVID-19 relief. Mostofi previously practiced immigration law and is a longtime civil and human rights advocate. Mostofi holds a Juris Doctorate from DePaul University College of Law with a Certificate in International & Comparative Law.
